The Will-o'-the-wisp, also sometimes called Fool's Fire, is not actually a creature, and not one species. They are the luminescent pollen of one of many species native to the swamps and marshes of Exonia and are primarily seen during the local spring of a region.

During the spring, several swamp plants will release their pollen after the sun sets. Clumps of pollen sometimes occur, causing large glowing lights to wander about as the clumps are carried in the wind. These lights have been known to have mildly hypnotic effects on some individuals (though not on creatures with animal level intelligence), causing the mesmerized individual to try to follow and catch the light. As can be imagined, it can be dangerous and even fatal for an individual to wander around aimlessly at night in a swamp.
